1. The title, place, dates and scope of the Seminar.
The International Seminar "Accelerators of Particles and Nuclei: Past, Present and Future" (ISAPAN-02) dedicated to the memory of Academician V.I. Veksler will be held in Dubna, Russia on 4-6 March 2002.
On Monday, 4 March 2002 JINR will celebrate the 95th anniversary of Academician Vladimir Iosifovich Veksler, a distinguished Soviet scientist who recieved many rewards including Lenin and Soviet State prizes. V.I. Veksler is also the author of the Phase Stability Principle being a base for modern accelerators which become main instruments for investigating particle and nucleus structure. For this discovery V.I.Veksler as well as Prof. E. McMillan was awarded with the USA medal "Atoms for Peace". In 1953-1957 V.I.Veksler constructed the world's largest proton accelerator SYNCHROPHASOTRON for the energy of 10 GeV and founded the Laboratory of High Energy which became the first laboratory for high energy physics investigations in the Soviet Union. Such a laboratory should have a corresponding infrastructure, a developed set of detectors and an optimized scientific programme.
Since the SYNCHROPHASOTRON comission many accelerators and colliders have been constructed in the world for higher and higher energies permitting to go deeper into the microcosmos and discover new phenomena.
A review of developments in the accelerators, detectors and high energy physics since Veksler's time to nowadays and prospects for future will be subjects of discussions at the Seminar.
2. The draft scientific programme.
2.1. The current international state-of-art in the field of
- accelerator construction and development,
- detectors development,
- main discoveries of the last century,
- developments in the theory of particle interactions
is planned to be reviewed by key world-known speakers A.N.Lebedev, I.A.Golutvin, L.B.Okun, D.V.Shirkov, respectively.
These principal talks will be given on the first day of the Seminar.
2.2. During the second day there will be talks on the same subjects delivered by renowned experts in the field. These talks are to be selected by the Programme Organizing Committee based on recommendations of the International Advisory Committee with special attention to the talks on the ISTC projects associated with the construction of accelerators and detectors.
2.3. Special International Scientific Technical Center (ISTC) session. All talks will be presented at plenary sessions to be held in the same conference hall. Several talks will be given by speakers, representing projects, which enjoy the support from ISTC.

4. Participants.
Participation in the Seminar is available by invitation of the Organizing Committee.
The expected number of the Seminar participants is about 200 including 125 from JINR and other research centers in Russia, 50 – from the JINR Member States and 25 – from other states.
5. Organizers.
The Seminar is organized by the Joint Institute for Nuclear Research (JINR), Lebedev Physics Institute (LPI) of the Russian Academy of Sciences, Division of Nuclear Physics of the Russian Academy of Sciences (RAS), Ministry for Atomic Energy and Ministry of Industry, Science and Technology of the Russian Federation, sponsored by the International Scientific Technical Center (ISTC).
The Organizers will also apply to the Russian Foundation for Fundamental Research and International Committee for Future Accelerators with the request for financial support.
6. In International Advisory Committee (IAC).
The IAC will be asked to optimize a scientific programme and list of the Seminar participants.

8. The working language.
The working language of the Seminar will be English, but if there is a need, the simultaneous translation will be provided.
9. Location of the Seminar.
The Seminar will be held in Dubna, Moscow Region. All sessions will be held in the International Conference Centre (ICC) of JINR.
JINR has two principal sites housing 7 Laboratories operating the basic facilities:
The Nuclotron - superconducting synchrotron for nuclei up to 6 GeV per nucleon,
U-400, U-400M and U-200 – heavy ion cyclotrons,
IBR-2 – pulsed reactor,
Synchrophasotron – 10 GeV proton accelerator,
Phasotron – 680 MeV proton accelerator.

10. Housing.
Participants will be accommodated in the Hotel "Dubna".
11. Meals.
Meals will be served at the Restaurant "Dubna" and/or in the cafeteria of ICC.
12. Social programme.
A concert of the local Dubna artistic groups will be performed on the 4th of March and an excursion to Moscow
will be organized on the 6th of March.
13. Transportation.
Transportation from/to the airport or railway stations will be provided by JINR on the request of participants.
14. Seminar fee.
The Seminar fee is 200$. It will cover transportation from/to airport/railway station, hotel accommodation, meals and social events.
